Central Coast Community Energy (3CE) is seeking a vendor to provide strategic communications and media relations. The successful applicant will have demonstrated expertise in California media markets, including strong relationships with statewide, Sacramento, San Francisco, and Central Coast media outlets, to support proactive storytelling and stakeholder engagement.

The selected vendor will help 3CE:

• Increase positive awareness of 3CE’s work, expertise, and community impact;
• Strengthen relationships with key stakeholders, including state regulators, elected officials, and community leaders;
• Proactively shape public narrative around 3CE and the Community Choice Aggregation (CCA) energy-procurement model; and
• Expand 3CE’s presence across earned media and digital/social channels, including leadership visibility.

The energy landscape is complex and evolving, and there is often confusion among stakeholders. 3CE seeks to proactively establish a strong, credible, and trusted identity to ensure accurate understanding of its mission, performance, and value to communities.

3CE prefers local agencies but is open to receiving proposals from vendors outside its service area with strong California media reach.

Invitation to Participate:

The City of San José’s Energy Department issued an RFP on Friday, April 10th seeking proposals from qualified consultants or firms to provide technical consulting services for San José Clean Energy, the City of San José’s community choice energy program. The City intends to award multiple on-call master consultant agreements, and consultants may submit responses for one or more of the following technical areas:

§ Power Procurement and Portfolio Management Services

§ Energy Risk Management and Analysis

§ Electricity Rates

§ Financial Analysis

§ California Independent System Operator (CAISO) and Market Operation Support

§ Power Regulatory and Compliance Support

§ Energy Program Evaluation and Support

Due by April 28, 2026 by 11:59 PM (PST)

3CE is requesting proposals to provide a solution for on-demand energy rate comparison and cost analysis for use by 3CE’s Customer Accounts and Services team. The successful applicant will deliver an internal-facing tool that integrates with 3CE’s Data Warehouse and other data sources, and enables staff to perform rate comparisons, cost projections, and load analysis on behalf of 3CE customers. This request is expected to result in a contract with a term of up to five fiscal years.

Clean Power Alliance of Southern California is seeking proposals from qualified and experienced contractors to provide property owner outreach and engagement, technical assistance, and rebate administration services to implement CPA’s Multifamily Efficient Cooling Program. CPA will be accepting written questions regarding this RFP until March 26, 2026, at 4:00 PM (Pacific Time). Questions should be submitted in writing to contracting@cleanpoweralliance.org. When submitting questions, please specify which section of the RFP you are referencing and quote the language that prompted the question.

Through this Request for Offers, the City seeks to purchase energy and associated Environmental Attributes and capacity attributes, (and Resource Adequacy capacity, if available) from new Eligible Renewable Energy Resources, located within eligible Disadvantaged Communities for CleanPowerSF to supply the Disadvantaged Communities Green Tariff (“DAC-GT”) and the Community Solar Green Tariff (“CSGT”) programs.
